How is the inherent dangerousness of a territory to be managed on a sustainable basis ? The very notion of “inherently dangerous territory,” which stems from an original theoretical construct, throws into question traditional probabilistic approaches to risk. Specifically, this notion argues for considering risk no longer in terms of an unforeseeable circumstance but instead as a component of a given territory. From the perspective of ensuring the reliability of territories, I analyze the potential contribution of theories concerning High Reliability Organizations (HROs). The question underlying my reflection is to what extent inherently dangerous territories constitute a field into which HRO theory can be extended. |
